The current Russian system of standards, certification and licensing of foreign equipment, goods and services is quite a complicated set-up. Even for local merchants, obtaining necessary certification it is not an easy task. It becomes even more of an ordeal when it gets down to imports.

Laws and regulations defining products can often be unclear, and it is quite complicted to discover to which category the product belongs, which certification procedure is optimal, and what time frames are involved.

The Russian certification system does not recognize most non-Russian quality standards and certificates. If available, European or American quality certificates are helpfull, yet have to be evaluated by an authorized Russian certification agency.

Fees for registration and licensing in Russia are not much higher than those for comparable procedures in other countries. Yet, there is neither published information available nor a common policy on pricing. Depending on the product and complexity of laboratory analysis, the costs may range from a few hundred dollars to tens of thousands.
