GOST-R stands for GOSSTANDARD of Russia, or Russian State Committee on Standards. GOSSTANDARD is a government body defining and implementing Russia's policy in the area of certification.
Russian laws and regulatory system requires that most goods and services be conformed to, or evaluated for conformity, to the existing Russian saftey standards.
This conformity has to be established by an authorized Russian organization. Once they receive a properly compiled product dossier, they study the documents, run the necessary tests and issue a GOST-R certificate.
The GOST-R certificate is a mandatory document without which the product will never be cleared by the Russian customs. GOST-R is mandatory for most consumer goods and services, means of production, weapons, vehicles and transportation means etc.
Many products are subject to more certifications: besides GOST-R, there are 16 other mandatory certification systems (like Fire Safety Certificate, RTN Permit etc) and 129 voluntary certification systems.
When deciding on the scope and type of certification your product has to go through, it is best to follow the advice of a competent Russia regulatory consultant.
